Adding bilingual routing to AstroPaper with [...locale]

The theme advertises "i18n ready", but that only covers UI strings — there is no locale routing. Here is the full retrofit, plus the three traps I hit along the way.

The old server expired and took the Strapi database with it. This rebuild keeps posts as Markdown in the repo, with no backend at all.
